[Ship modifications] Ship modifications no longer roll for common ships. Given uncommon or higher grade items, there is a 30% chance that a mod is rolled. [Continuum Fragment] The Continuum Fragments for modding ships (Sp-3 and Mo-3) no longer require re-rolling properties if the ship doesn't have a mod installed. Story
