This book is a free DLC, so check you Metropolis page in Steam Library, DLC block in the right panel. PDF file will be next to the game after installing this DLC (browse local files to find it).
Is it the same story? Yes and no, as book format requires a linear plot.

It'd take some work with the key witness dead, but that just meant he'd have to flush out every rat from hiding.
