Release 0.4.0.10

As we are working on expanding the missions and supporting system we have found the work we have done to make agents more stable at a state releasable. Therefore, we are providing it to you awesome captains now. This update is designed to fix agents in a wide range of methods and even fix some agent issues in older save files.
Thank you for all of the feedback, testing, and bug reports.
