Bugs fixed

5-second inbounds violations not working
8-second backcourt violations not working
Over and back violations not working
Shot clock is not getting reset correctly on rebounds
Substitutions in the game can be selected but do not work
Sometimes, the team that just made a basket would retain possession and inbound the ball
Game would soft-lock if it ended regulation in a tie. Jump ball would not start.

New Features:

Added the ability to toggle V-sync on and off
Worked on tuning shooting difficulty - making it harder to hit very long 3-pt shots especially

Still in Progress:

Getting foul sensitivity correct. Currently not calling fouls.
There are a couple of situations where no players pick up the ball. (Typically after a blocked shot or deflected pass). Fixed some but still saw at least one scenario where the bug is still present.
