Did you move the WindowsNoEditor folder out of the BBPSX_1.04 folder? Initially, I just extracted the WindowsNoEditor folder and renamed it, since it was the only thing at the top level of the archive. That gave the same error. When I kept the structure the same as in the archive, it worked. So I think the game being in a folder named "WindowsNoEditor" is required for some reason.
